Reilly Stahl reported on affordable housing priorities, highlighting work with partner organizations to support prospective homeowners, ongoing efforts to secure additional housing funds despite a recent unsuccessful grant application, and plans to further evaluate a potential housing bond through the upcoming housing strategic plan and FY26 goals.

Reilly Stahl updated the council on climate, transportation, and stormwater initiatives, highlighting new partnerships to expand residential renewable energy, integration of clean energy and stormwater measures into development review, implementation of sidewalk and ADA access improvements, adoption of parking reforms, and the shelving of an energy-performance tracking goal for rentals due to state legal constraints.

Reilly Stahl reported that a recreation center feasibility study had not advanced due to not being in the budget and noted recent progress in commissioning culturally representative public art, including a new mural at the Drakeford Library complex and ongoing collaboration with the Arts Commission on future murals.

Reilly Stahl introduced a new FY26 performance measures initiative and online dashboard. The performance measures are meant to be annual goals, as compared to the large scale goals of the Comprehensive Plan which is a 20 year plan broken into 5 year blocks. The performance measures will be actively updated and open to the council and public via the online dashboard.
